During the October 8, 2026, gubernatorial debate at Husson University in Bangor, Republican candidate Bobby Charles raised allegations concerning an $840,000 affordable-housing award involving a nonprofit organization previously led by Democratic candidate Hannah Pingree.
In a video shared afterward, Charles expanded on those allegations, questioning Pingree’s involvement, the nonprofit’s family connections, and whether the public funding was awarded through a fair and transparent process.
His concerns raise questions worth examining. But before drawing conclusions, it’s important to establish what the available public records actually show.
The $840,000 Award Is Documented
North Haven Sustainable Housing, a nonprofit dedicated to providing affordable year-round housing on the island of North Haven, publicly identifies an $840,000 forgivable loan from MaineHousing’s Affordable Housing Initiative for Maine Islands.
According to the organization’s website, the funding supported four rental units subject to 45-year affordability covenants.
The organization also reports that three apartments were occupied by July 2024 following a drawing involving 18 applicants.
These details establish that the funding supported an identifiable housing project rather than an unspecified expenditure.

Hannah Pingree’s Connection to the Nonprofit
Publicly available IRS filings identify Hannah Pingree as president of North Haven Sustainable Housing during the 2022 and 2023 reporting years.
Those filings list no compensation for Pingree in that position during either year.
This establishes a documented leadership relationship between Pingree and the organization associated with the funding.
What it does not establish is whether Pingree personally approved the MaineHousing award, participated in the agency’s selection process, or exercised improper influence over the decision.
Those distinctions matter.

What Bobby Charles Is Questioning
In his publicly shared video, Charles alleges that Pingree occupied conflicting roles involving the nonprofit and the administration of public funding.

Charles characterized the circumstances as political corruption.

North Haven Sustainable Housing describes its mission as preserving a viable year-round island community by making housing accessible to residents who might otherwise be priced out.
The organization identifies high property values, seasonal housing, and limited year-round availability as challenges facing the community.
These circumstances provide important context when evaluating the purpose of the funding.
Whether North Haven’s project was selected fairly, however, is a separate question from whether the community has legitimate housing needs.
Both considerations deserve a place in the discussion.
