The Purpose Behind the TRACE Rule

Administrative appeals can have a profound impact on people’s lives. When an appeal is delayed, paused, or reprioritized without explanation, individuals are often left uncertain about what happened, why it happened, or what comes next.

The TRACE Rule is a proposed Maine administrative rule designed to strengthen transparency by requiring timely written explanations whenever significant changes occur during the administrative appeals process. Its purpose is simple: to ensure that people are informed when the process changes, helping promote accountability, improve communication, and strengthen public trust.

Why the TRACE Rule Was Created

The TRACE Rule was developed from the belief that transparency is essential to public trust. Administrative appeals can have a significant impact on people’s lives, yet when the process changes without explanation, individuals are often left uncertain about what happened or what comes next.

This proposal seeks to establish a clear expectation that meaningful changes in the administrative appeals process are communicated through timely written notice.

Our Vision for Administrative Transparency

The TRACE Rule is intended to strengthen communication, accountability, and public confidence in Maine’s administrative appeals process. By promoting timely written explanations during significant procedural changes, the proposal encourages a more transparent relationship between government agencies and the people they serve.

Rather than changing how appeals are decided, the goal is to improve how important changes are communicated.
