ROCKLAND — A proposal that could significantly reshape part of downtown Rockland is now before the city’s Planning Board, offering a glimpse into what could become one of the area’s largest mixed-use residential developments in recent years.

Beacon Enterprises LLC has submitted a pre-application for a major expansion of the existing building at 1 Park Drive, adding 26 condominium units while retaining commercial space on the lower level. According to project documents, the development is expected to cost between $16 million and $22 million, add approximately 49,340 square feet of new construction, and take roughly two years to complete.

Rather than simply replacing what’s already there, the proposal seeks to build upon the existing structure with updated architectural features, improved energy efficiency, and new residential space designed to complement the surrounding neighborhood.

A Project Arriving at an Important Time

The proposal comes as Rockland continues addressing one of the most pressing challenges facing communities across Maine: housing affordability and availability.

The city has spent recent years exploring ways to encourage additional residential development while preserving Rockland’s unique character. Voters recently supported bond measures for workforce housing, and officials have advanced zoning changes to facilitate more housing options.

While this project is not designated as affordable or workforce housing, it would add 26 year-round residential units in a highly walkable downtown location near the waterfront, shops, and amenities.

A Look at the Proposal

These materials remain conceptual. The project is in the pre-application phase, which allows the Planning Board to provide initial feedback before formal site plan review.

Why It Matters

Developments of this scale can shape a community for decades. Additional downtown housing can strengthen local businesses, support year-round economic activity, expand the tax base, and help more people live near where they work and play. Thoughtful public input ensures growth aligns with community priorities.
